South Africa carries Pretoria as its capital in the atlas. The republic that exercises the executive there meets in parliament at Cape Town, seats the Supreme Court of Appeal in Bloemfontein and the Constitutional Court in Johannesburg. A single capital would be too small a claim for this country.
64,747,319 people live on 1,221,037 square kilometres, between the Atlantic, the Indian Ocean and an inland border that fully encloses Lesotho. Namibia, Botswana, Zimbabwe, Mozambique and Eswatini are the other neighbours. Apartheid separated housing, work and language in space. The constitution removes the legal separation and still leaves the seats of the state dispersed. Pretoria is the correct line in the table and, at the same time, only one place among several.

Several seats, one republic
Pretoria, inside the municipality of Tshwane, is the seat of government. The Union Buildings look over the city that once administered the Boer republic of the Transvaal and later the central bureaucracy of the Union and the Republic. Someone looking for a minister looks here rather than at the harbour. Cape Town holds parliament. The legislative capital lies at the foot of Table Mountain, a long journey from the Highveld. That is inconvenient, and intended: coast and inland plateau are not meant to take the power of the state alone.
Bloemfontein in the Free State houses the Supreme Court of Appeal. The Constitutional Court, which watches over the newer order, does not sit there but at Constitution Hill in Johannesburg. The school formula of three capitals is therefore nearly right and still imprecise. The judiciary itself is split, between appeal in the old judicial seat and constitutional judgment in the city that is the country's economic heart. Pretoria remains the name that lists carry. The state has refused to be absorbed into that name.

The reef and the coast
Johannesburg is not on the sea and is not a capital. It stands on the Witwatersrand, the gold reef that shaped the country's modern economy and the labour migration of southern Africa. Gauteng is small on the map and dense in life: mining was followed by industry, industry by financial houses, townships and suburbs. Pretoria is the administration, the Cape Town waterfront the Atlantic view. The country lives among reef, harbour and government district.
Durban on the Indian Ocean is the great transshipment port; the Garden Route and the Eastern Cape coast are other worlds from the edge of the Kalahari or the Drakensberg. Lesotho lies as its own kingdom in the middle of this area; Eswatini shares borders with South Africa and Mozambique. The republic is therefore not only large. It is pierced by a neighbouring state and economically pulled by a reef that holds none of the capital functions by itself. The spread of the seats follows that refusal to crown a single centre.
Languages the state no longer sorts
The constitution names Zulu, Xhosa, Afrikaans, English, Southern Ndebele, Northern Sotho, Sotho, Swazi, Tswana, Tsonga and Venda as official languages. That is not folklore at the edge of the administration. It is the answer to a history in which language was an instrument of rule: Afrikaans and English in office and school, the other languages in the reserves of apartheid. English remains the practical bridge in courts, companies and cities. Zulu and Xhosa carry large language communities. Afrikaans remains the language of a part of the cities, the farms and the Cape.
The rand issued by the South African Reserve Bank is the shared money of this multilingual order. It turns mines, harbours and pension funds into one market. It does not turn the seats in Pretoria, Cape Town, Bloemfontein and Johannesburg into a single city. South Africa is governable because it accepts that the state has several addresses. The table may say Pretoria. The essay has to say the other addresses as well.
Pretoria remains the capital one writes down. The republic remains a country whose government, parliament, courts and economy share the map. Name only one city and you describe a list. Name the seats and you describe South Africa.
