San Marino is a republic that Italy encloses completely. There is no second neighbour and no way to the sea that does not cross Italian ground. The capital has the same name as the state and stands on Mount Titano. The state is small. It is not a district of Rimini.

The only land neighbour is Italy. The road up from the plain comes from the Adriatic, from the direction of Rimini, and ends on a ridge, not on a coast. In ordinary life the crossing is open. Treaties with Italy govern neighbourhood, customs and movement, without San Marino therefore ceasing to be a state of its own. Italian is the official language on both sides of the line. The line remains a border anyway, because a different parliament sits beyond it.

Only Italy as a neighbour

San Marino covers 61 square kilometres and has a population of 34,109. The capital is the city of San Marino on Mount Titano. The historic centre and the mountain are World Heritage. The towers on the ridge are the silhouette, not an extra state. Below the mountain, toward the Italian plain, lie the towns where a large part of the people live and work. The capital stays on the height. The state is a mountain with a hem of settlement, wholly enclosed by a single neighbour.

An enclave of this kind lives by a border it does not have to close every day. The openness is politically agreed. San Marino has given up hard control because the neighbour is the only door and because both sides speak Italian, use the same roads and share the same daily life. It has not given up its own law. The border is permeable and still the outer line of a state that has no other exit.

Titano and the Captains Regent

At the head of the state stand two Captains Regent. The Great and General Council elects them for a term of six months. The doubling is the point of the institution: not a single head of state, but a pair that shares a short term and then leaves. On a mountain enclosed by a much larger state, that is not folklore for visitors. It is how the republic keeps the government from becoming one person who could be mistaken for Italy.

The republic traces its political continuity to a community on Mount Titano and treats that continuity as older than the Italian state around it. The legendary foundation date does not have to be taken as a survey. The historical fact is enough: San Marino was not swallowed when Italy was unified. The mountain stayed outside, although geographically it sits inside. The Captains are the visible sign of that refusal: a new pair every six months, on a ridge that Italy drives around and does not own.

The euro without membership of the Union

San Marino is not a member of the European Union. It uses the euro nonetheless, under a monetary agreement with the Union, and it mints euro coins of its own. The currency is therefore the same as in Italy and not the same thing as membership. Pay in San Marino and you pay in the neighbour's currency while remaining in a state that does not sit at the Union's table. The euro here is a treaty, not a flag.

Italian on both sides makes the border even easier to miss, and that is exactly why the state has to keep it visible in its institutions. The same language, the same coin, open roads, another state. The Captains, the parliament on Titano and the republic's own face of the euro coin are the signs that remain when the barrier does not. San Marino does not need a coast in order to be sovereign. It needs a government that is not Italy, on a mountain that Italy did not absorb.

San Marino is the proof that a state can do without a second neighbour and without a sea, if the mountain carries a government of its own. Italy is the entire outside world. Titano is the interior. The Captains change. The border stays.
