Montenegro is a coastal state whose capital sits inland

Look up Montenegro and the first picture is the Bay of Kotor, a short Adriatic coast under a steep mountain wall. The state that belongs to that picture does not put its capital on the water. Podgorica sits inland, and the coin in circulation is the euro, without the country issuing it.

Behind the coast the Dinaric Alps rise, in front of it lies the Adriatic, and on the border with Albania lies Lake Skadar. The constitution names Podgorica as capital and Cetinje as the historic royal capital. Government sits on the plain, closer to the roads than to the bays. Montenegro left the state union with Serbia and decided to be a state of its own.

The coast is the picture, Podgorica is the seat

The Bay of Kotor is a folded arm of the sea, closed in by mountains. It carries the picture that school maps and travellers show first. The state sits elsewhere. Podgorica lies on the Zeta plain, inland, where administration, traffic and most of urban life come together. Cetinje, higher in the mountains, remains the place of the old capital. The constitution keeps both names, so that the memory of the principality is not mistaken for the office. Tell only the coast and you tell a view. Name Podgorica and Cetinje and you tell the order of the state.

The interior is not leftover ground behind a shore. It is karst, plateau and a border that is close almost everywhere. Albania, Bosnia and Herzegovina, Croatia, Serbia and Kosovo are the neighbours in the country data. A territory this narrow has no deep buffer. Any long road soon enters another legal order. That is why an inland capital is not a planning whim. It sits where the country's roads cross, not where the sea looks most like itself.

Being small is a political decision here

Montenegro was joined with Serbia in a state union and left that union. The separation did not produce a wide territory. It produced a government, a border and a name of its own. In a region where states have been taken apart and put back together more than once, that is the fact that matters. A mountain country on the Adriatic refused to remain only a coast or only a province. The form of the state did not follow from the count of square kilometres. It followed from the decision to treat this area as a republic.

623,129 people live on 13,812 square kilometres. The figure explains neither wealth nor strategy. It explains why the offices in Podgorica are close to people, and why every neighbourhood is still foreign policy. A state of this size cannot separate its coast from its hinterland, even when the pictures do. The bay remains the gate. The plain remains the seat. Between them there is not a second country, only the same one, without the sea view.

The coast explains the view. It does not explain where the state sits, or whose money it uses.

The euro without a mint of one's own

Montenegro pays in euro and is not a member of the euro area. The Central Bank of Montenegro does not issue the banknotes. Monetary policy is decided elsewhere, in a currency union the country has not joined. That is a deliberate limit on its own authority: a stable coin, no press of its own for the notes. The dependence shows in a wallet.

Montenegrin is the official language, and Latin and Cyrillic have equal standing. Serbian, Bosnian, Albanian and Croatian are in official use. The state does not pretend that one language name covers everyone who lives here. In a country that left a larger union, the name of the language is itself a political line. It says that the republic gives itself an official voice and does not push the other voices out of the counter window. Coast, capital and coin would be only geography without this order of speech.

Montenegro is easy to confuse with its coast. The state is the inland capital, the historic capital kept in the constitution, and a currency that works because others issue it. Small is not a stage on the way to something larger here. Small is the form in which the country can be governed.
