Moldova on the map runs farther than Chișinău governs

Chișinău lies between the Prut and the Dniester. The east bank is outside ordinary administration, and the state language is Romanian.

Moldova is the country between the Prut and the Dniester, plus a strip beyond the Dniester that Chișinău does not administer. The capital stands on the Bessarabian upland between the two rivers. The state language is Romanian. An older text of the same constitutional article said Moldovan. The river, not the dictionary, cuts the map.

To the west, beyond the Prut, lies Romania. To the east and north lies Ukraine, and the Dniester crosses the east of the country before it becomes the line of a separate administration. Gagauzia in the south is an autonomous unit inside the constitutional order. The left bank of the Dniester is the part that is not. That difference is the political geography. Chișinău governs the middle. Tiraspol is the seat of the other administration.

Between the Prut and the Dniester

The constitution names Chișinău the capital. The city lies between the rivers, closer to the ordinary life of the republic than the eastern bank is. The Prut is the border with Romania, a river that marks a state line and a kinship of language at the same time. Romanian is spoken on both sides of the Prut. The state line remains. Moldova is not a province of Romania. It is a republic of its own, whose language the constitution calls Romanian.

On 33,846 square kilometres live 2,360,527 people. The country has no coast. The neighbours are Romania and Ukraine. The area is modest, and the difficulty is not the size. It is that a river inside this modest map carries a second authority. The Dniester is not only the eastern edge of a compact state. It is the line at which the map and the government come apart.

The east bank

On the left bank of the Dniester a separate administration operates, seated in Tiraspol. Moldovan law provides a special legal status for the localities on that side. That status has not become ordinary government from Chișinău. Russian military personnel remain stationed there. The east bank belongs to the republic on maps and to another order in daily life. Name Moldova's area without naming Tiraspol and you describe a country the constitution wants, not the country the road east of the river actually meets.

Gagauzia shows that autonomy is possible in this state without tearing the map. The constitution establishes it as an autonomous territorial unit, in the south, inside Chișinău's order, with Gagauz as the language of the region. The left bank of the Dniester is the exception that was not fitted in that way. Two special forms, one river, and only one of them is government from the capital. The difference is the core of the country, not a side chapter.

The state language is Romanian

The constitution names Romanian as the state language. It also protects the right to preserve and use Russian and other languages spoken in the country. An older text of the article said Moldovan. Court and statute have drawn the wording toward the declaration of independence, which spoke of Romanian. The argument about the name was never only an argument among linguists. It asked whether the republic is a Romance state of its own or a dialect province. The constitutional text answers with Romanian.

On the east bank the name Moldovan and the Cyrillic script remain signs of the political split. In Chișinău the state language is Romanian in Latin script. The Dniester does not decide grammar. It decides which sentence applies. The leu, the currency of the national bank, applies in the order of the capital. Beyond the river another treasury applies, and another labelling of the language. Moldova is fully describable only when both sentences are allowed to stand.

Moldova is the land between the Prut and the Dniester, and a bank the capital does not administer. Chișinău is the capital. Romanian is the state language. The older name remains a political remainder on the east bank.
