Micronesia built itself a capital on purpose

The Federated States of Micronesia are not the region of that name, and not the Marshall Islands. They are a federation that built its capital: Palikir, on the island of Pohnpei. Yap, Chuuk, Pohnpei and Kosrae share neither a lagoon nor a daily language. Congress works in English. The dollar comes from free association with the United States.

The old trust territory included places that did not join this federation. The Marshall Islands and Palau became states of their own. What adopted a constitution together was Yap, Chuuk, Pohnpei and Kosrae. The capital could not simply be the old harbour of one of them if it was to stand for all. Palikir grew inland on Pohnpei, near Kolonia, but not as the same place. The federation gave itself an address that no historic landing already was.

Yap, Chuuk, Pohnpei, Kosrae

Yap in the west has a social geography of its own. Chuuk is a lagoon of many islands. Pohnpei is a high island with rivers. Kosrae is a single high island farther east. None of them is a suburb of the others. The sea between them is the ordinary distance of politics. A federation here is a legal roof over sea routes, not a closed territory with a capital in the middle of a plain. To understand Palikir, those distances have to be part of the thought.

Each of these island worlds speaks its own language in daily life: Yapese, Chuukese, Pohnpeian, Kosraean. In Chuuk the state constitution makes Chuukese the state language, and both Chuukese and English official. The federal constitution does not choose one island language for the whole federation. It requires Congress to proceed in English, and it allows a member to use his own language if he is not fluent, with translation. Knowledge of English may not be a qualification for the seat. The federation is deliberately not one speech community.

Palikir beside Kolonia

Kolonia was the older town on Pohnpei, the district centre. Palikir lies inland from it, built as the national capital: offices, the congress, a government place rather than the historic landing. The point of the choice is political. A capital that was only Kolonia would look like Pohnpei's town in a federal hat. Palikir stands on Pohnpei's ground, but it was sited so the federation would have an address that is not the old harbour. The nearness of the two places makes the difference visible.

On 702 square kilometres live 113,683 people. The land is small and scattered. Palikir's weight is not size. It is that the states have a place which is the capital of all of them and, in the old sense, the city of none. From Pohnpei's shore you do not see Yap. The federation is still conducted from this inland ground. The area does not explain the ambition. It explains why a capital of its own was needed.

English in Congress, the dollar in the treaty

The Compact of Free Association places defence with the United States. The US dollar is the currency. The same ocean region, a similar treaty form to that of the Marshall Islands, and still a different state. The dollar does not make Palikir an American city. It means this federation orders security and cash through the treaty. The islands remain the states. The capital remains the place they gave themselves inland on Pohnpei, not a base.

English in Congress is the working language of this treaty state. It is not the language of the cookhouse in Yap or of the lagoon in Chuuk. The constitution knows that. Translation is a duty of Congress, and English may not exclude anyone from a seat. The capital can work in English. The states do not have to become English to remain in the federation. That is what keeps Palikir and the island languages apart without tearing the federation up.

Micronesia, the federation, is readable as island states with a capital built inland on Pohnpei, and with a dollar from the Compact. Palikir governs what it cannot see from the shore. Kolonia remains the older town beside it.
