Belize moved the capital off the coast. Belmopan lies inland. The port on the Caribbean is still called Belize City, and the official language on this mainland is English.
The country lies on the Caribbean coast of Central America, between Mexico and Guatemala. On 22,966 square kilometres live 422,924 people. A barrier reef runs off the coast, and inland the Maya Mountains rise out of the forest. The old coastal city was hit by a severe hurricane. After that the capital was not rebuilt on the same shoreline. It was placed inland, on the Belize River. The state took the danger of the coast seriously without giving up the port.

The capital left the coast
Belize City remains the largest city and the port. Whoever arrives, arrives there. Belmopan is smaller, newer and deliberately unspectacular: a capital built because the coast had proved too unsafe for ministries. The distance is not a planner's whim. It is the lesson of a storm which showed that government and the quay do not need the same height above the sea.
Between the reef and the Maya Mountains the country is narrow enough that coast and interior are not separate worlds, and wide enough that a hurricane does not automatically hit the archives. The forest, the rivers and the mountains are the hinterland the coastal city did not have when it was still the capital. Belmopan uses exactly that hinterland. The state gave itself a reserve of land without leaving the sea.
English on the mainland
The official language is English. That sets Belize apart from the Spanish-speaking neighbours on the same isthmus. The British colonial period, under the name British Honduras, left the language of administration. In daily life one also hears Belizean Kriol, Spanish, Mayan languages and Garifuna. The constitution still sets English. The Belize dollar of the central bank is the currency. Language and money make the coast not a Caribbean dependency without a mainland, but a Central American state with a Caribbean opening.
The coast, with reef and harbour, explains the Caribbean outlook. The forest and the Maya sites inland explain that the country is older than the colony and not only a strip of beach. Belmopan sits between the coast and the interior. A capital inland forces the state to govern the mainland as well, not only the quay. English is the official language of this whole arrangement, not only the language of the old port.

Between Mexico and an open claim
To the north Belize borders Mexico, to the west and south Guatemala. Guatemala long maintained a claim to the territory. The dispute did not disappear through a casual boundary treaty. It belongs to the foreign policy of a small state whose English, and whose capital inland, are also an answer to that position: a polity of its own on the mainland, not a coast without a state.
The reef, the forest and the short border make it easy to describe Belize as nature. The political form is plainer. An official language that is not the language of the neighbours, a capital off the storm line, and a port that remains the largest city: that is a state which knows its coast and does not reduce itself to it. Belmopan is the proof that Central America is governed here neither only in Spanish nor only at the water.
Belize is Caribbean at its port and Central American at its capital. Belmopan keeps the port and the government apart, so that a storm does not hit the state at the same time.
