Belgium is the federation that its language border governs

Dutch, French and German share a state. Brussels is the capital of that compromise and a seat of European institutions.

Belgium is governed by a line that is not a river. North of it the state speaks Dutch, south of it French, and in the east German as well. Brussels holds that compromise and, at the same time, hosts Europe.

The country has 11,941,781 people on 30,528 square kilometres. Flanders is the Dutch-speaking region, Wallonia the French-speaking one, with the German-speaking Community around Eupen in the east. Brussels-Capital is a region of its own, where Dutch and French are official, and it is geographically enclosed by Flanders. The capital of the country is therefore not the capital of Flanders or of Wallonia. It is the place where the federation makes an exception of itself.

The language border is the form of the state

The federation is not a unitary state with dialects. Regions and communities have their own powers, and language decides which authority is competent. A school, a court or a broadcaster belongs on either side of the line, except in Brussels, where the line was drawn into the city. The border is therefore not a memory of old realms. It is the grid by which the country is administered.

The German-speaking Community is small and lies on the eastern edge of Wallonia, not as another large region between Flanders and Wallonia. It shows that the state divides once more even where the French-speaking region already seems settled. Belgium decided to treat language groups as bearers of the state. Dismiss that as folklore, and you do not understand the constitution.

Brussels belongs to more than the country

The European Commission and the European Council meet in Brussels. The European Parliament works here, while its official seat is Strasbourg. NATO has its headquarters in Brussels. A city that is, in domestic politics, the exception inside the federation is, in foreign politics, a capital for others. That is not an accident of rents. It follows from a position among the large neighbours, and from a state that would not choose among its languages by abolishing the rest.

The euro is the currency, as in most of the neighbouring countries. Brussels is still not simply a European address without a country of its own. The city remains disputed between a Dutch-speaking hinterland and a French-speaking daily life. Whoever makes a law for Belgium here makes it in a region that Flanders encloses in geography and that Wallonia must not be allowed to swallow in politics. The capital is the proof that the compromise needs a place that belongs wholly to neither side.

The language border is not folklore. It is the constitution.

A compromise among the neighbours

Belgium borders France, the Netherlands, Germany and Luxembourg. The languages of the country are the languages of those neighbours, not a state language invented in addition. The federation is the refusal to dissolve the map along those languages. That makes it tiring to govern and intelligible in its position. Without France, the Netherlands and Germany, the language border would be a different story.

The area is small. The state is not small in what it has to bear. Every reform shifts powers among region, community and federation, and every crisis of government is also a crisis of the question whether the compromise still holds. Belgium remains a state even so, not a protocol among the neighbours. Brussels is the place where that can be seen: a capital that belongs to the country, and from which others are governed as well.

Belgium is easy to describe as a small country among large neighbours. More precisely, it is the state that did not negotiate the language border away, and the city in which Europe therefore found a seat.
