Canberra sits inland so that no harbour city owns the state

Australia is surrounded by sea, and its capital is not. Canberra stands inland, on purpose. The cities people name first lie on the coast. The government refused to be one of them.

27,614,411 people live on 7,692,024 square kilometres. The capital is Canberra, and it lies in the Australian Capital Territory, a territory of the federation, not in one of the states. Section 125 of the constitution requires the seat of government to be in New South Wales, at a distance from Sydney, on land that belongs to the federation. Sydney and Melbourne remained the great harbours. Neither became the seat.

A capital without a quay

The compromise lay between the two great colonial cities. Had Sydney become the capital, the harbour of New South Wales would have owned the federation. Had it been Melbourne, Victoria would have owned it. The constitution breaks that choice by requiring a new seat in the same state as Sydney and still setting it apart from Sydney. Canberra is that decision in stone and streets. It does not stand on the sea, because the sea was already spoken for.

The Australian Capital Territory is not a state. It is the ground the federation reserved so that the capital would belong to the Commonwealth and not to a harbour. Parliament and government sit there, away from the quays. That is the opposite of a capital that grew as a port and named the state afterwards. Here the rule was written first and the place chosen after. The city follows the constitution, not the other way around.

The cities stand on the rim

The large cities are coastal cities. Sydney and Melbourne in the southeast, Brisbane farther north, Adelaide on the southern gulf, Perth on the Indian Ocean, Hobart on Tasmania, Darwin on the northern coast. The inhabited map is a rim. The interior is dry country, pasture and mining, not a second coast of towns. Uluru, in the Northern Territory, is a sandstone mass in that expanse, not a harbour anyone could confuse with Canberra. The Murray drains the southeast and remains a river of the rim, not an axis the capital would have to hang on.

To govern from Canberra is to govern the rim from a place that is not on it. The harbour cities remain the doors. They do not become the seat. For a continent that is also a state, that is a different logic from a port capital dragging its hinterland behind it. Here the hinterland is most of the area, and the capital sits, on purpose, away from where most of the ships come in.

A continent without a land neighbour

The country's neighbour list is empty. The state is the main island, Tasmania and further islands under the same federation. The states are New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania. Territories sit with them, among them the capital territory and the Northern Territory. None of these names is a neighbouring state beyond a land border. Australia's border is the coast, and the capital decided not to stand on it.

English is the language of parliament and government. The constitution does not devote an article to an official language, as many newer constitutions do. The Australian dollar is the money, carried by the Reserve Bank. A continental state, a population on the rim, a capital inland: these are not three curiosities. They are one decision about who owns the federation. Not the harbour that was loudest, but a place the federation cleared for the purpose.

Australia is easy to draw as an island and easy to misunderstand as a harbour. The harbour is where the cities are. The capital is where the federation refused to choose one of them.
